dismissed appeal of Paiute Indian Tribe re Pyramid Lake

It seems the Paiute Indian Tribe had an appeal of the district court's refusal to review and administrative water decision dismissed because its attorney Don Springmeyer filed an appeal too late.  Gee Don I hope your malpractice insurance is paid up.  How did not manage to miss this date to begin with?
